Belen graduated at the University of Mindanao with a Bachelor’s Degree in Commerce, major in Banking and Finance. After graduation, she worked as Executive Assistant with various American-owned companies exporting Philippine bananas from Mindanao, like Philippine Packing Corporation (a Del Monte Corporation), Standard Fruits Company (a Castle and Cooke Corporation subsidiary), Checkered Farms and Davao Fruits Corporation (a Sumitomo of Japan company).  In 1970, she migrated to the United States and lived in Honolulu, Hawaii. In Honolulu, she worked as a Flight Attendant for Pan American World Airways (PAN AM) for several years. After PAN AM, she joined Philippine Airlines as a Customer Service Representative at the Honolulu International Airport. She was then sent to Washington, D.C. District Sales Office as Officer-In-Charge. In 1988, she established her own full-service travel agency, Travelhouse, Inc., catering to the travel needs of Filipino-Americans. Travelhouse, Inc. is now in its 27th year in business.

Belen is a member of the Philippine American Chamber of Commerce of the Metropolitan Washington, D.C. area (PACC-DC), Philippine American Foundation for Charities, Inc. (PAFC) and the American Society of Travel Agents (ASTA). She was a recipient of the 2005 Dakila Achievement Award in Business Leadership given by the PAFC. She is married to Dr. Rodolfo P. Ramirez.
